Item #16
CITY COUNCIL AGENDA REPORT

December 19, 2023
Public Works - Engineering Division

TITLE: AUTHORIZE CONTRACT CHANGE ORDER NO. 1 IN THE NOT-TO-EXCEED
AMOUNT OF $100,000 TO THE EXISTING CONTRACT WITH GOLDEN STATE
CONSTRUCTION & UTILITY, INC., FOR THE ANNUAL SEWER COLLECTION
SYSTEM IMPROVEMENTS PROJECT, CIP NO. 24278

SUMMARY
On October 3, 2023, the City Council awarded a contract to Golden State Construction and &
Utility, Inc., for the not-to-exceed amount of $544,000 and authorized the Director of Public
Works to execute change orders up to $82,000 for the Annual Sewer Collection System
Improvements Project, CIP No. 24278. The project is currently under construction and
addresses several sewer lines and structures needing replacement or rehabilitation. Specific to
one project area, when the sewer line near the basketball court in Meadowlark Park was
potholed, elevations of the existing sewer line were different than anticipated, requiring the
work to be redesigned with a new alignment to provide adequate slope for the pipe while
avoiding impacting the basketball court. The new alignment requires an additional 220 feet of
piping, an additional manhole, 400 square feet of concrete and asphalt restoration, and the
removal and replacement of six trees. The contract change order for the not-to-exceed amount
of $100,000 covers the additional costs to install the sewer line, correcting a segment of sewer
line under the basketball court that has settled, which caused the line to back up and require
monthly cleaning. The final payment amount for the work included in Change Order No. 1 will
be determined by the actual field-measured quantities.

RECOMMENDATION
1. Authorize Contract Change Order No. 1 in the not-to-exceed amount of $100,000 to the
existing contract with Golden State Construction & Utility, Inc., as part of the Annual
Sewer Collection System Improvements, CIP No. 24278.
2. Authorize the Director of Public Works to approve a project contingency and execute
contract change order(s) for $182,000, an increase of $100,000 from the original
contingency of $82,000 for unforeseen yet necessary related work.

BACKGROUND
This project is part of the annual maintenance program, which includes replacement or
rehabilitation of sewer pipelines and structures. Sewer replacement and rehabilitation projects
are selected from a list of problem areas or potential problem areas identified and maintained
by the City.
Video surveillance of the existing eight-inch sewer main under Meadowlark Park reveals a
substantial sag, impacting flow and causing consistent buildup along the length of the pipe.
This line is currently hydro-jetted and cleared monthly.
