There are two Workers Compensation funds: one for the City
of Pleasanton workers' compensation expenses and liabilities and the other for Livermore-
Pleasanton Fire Department’s (LPFD) workers' compensation expenses and liabilities. While
there is and has been sufficient cash in both funds ($5.0 million for the City of Pleasanton and
$6.6 million for LPFD) to cover actual Workers' Compensation expenses, the incurred but not
expensed claims - that is, future liability - cause both funds to have negative fund
balances. That said, as described in Tables 13 and 14 below, the City’s Claims Paid and Future
Liability are lower than expected by $0.3 million and $0.1 million, respectively, while LPFD’s
Claims Paid are higher by $65,000 and Future Liability is lower by $0.4 million comparing to FY
2021/22 actual.

The City periodically allocates available funds to the Workers' Compensation Fund to ensure
there is available funding to cover claims in the event the City settles more claims than
anticipated in the annual budget as well as to lower future liability.

Table 13.
