the flow meter and the control valve is required at Turnout No. 1. A Zone 7-approved vendor
must complete the work, therefore the work will be performed by SD Electric under the City’s
existing on-call contract for a not-to-exceed amount of $50,000.

Schedule
Construction will begin in February 2024 and be completed in late June 2024. The work will not
impact the ability of the City to meet the peak water demands during construction. The two
remaining projects to rebalance the system, Turnout No. 4 Replacement and Booster Station
and Stoneridge Drive 24-Inch Potable Water Main (F-1 Line) Project, CIP No. 24171, and the
Sunol Boulevard 20-Inch Potable Water Main (F-7 Line) Project, CIP No. 24173, are in design
and anticipated to be bid in February 2024.

EQUITY AND SUSTAINABILITY
The City’s Procurement Policy for purchasing procedures was followed as these types of
projects are routine matters of City business.

OUTREACH
Notices will be sent to adjacent residences and businesses prior to the start of construction
and posted on the City’s website.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment, Strategy 1 – Implement the four-year Capital Improvement Program (CIP) to
complete the design and construction of budgeted capital projects and Strategy 3 – Identifying
funding and implement the recommendations from the Water Supply Alternative Study to
resolve PFAS water quality issues.

FISCAL IMPACT
On August 15, 2023, the City Council approved the transfer of $133,000 from Annual Water
Main Replacement, CIP No. 24133, for design services and established Bernal Avenue 18-
inch Potable Water Main (F-4 Line), CIP No. 24172. The total anticipated expenditure for the
project is $2,205,420, including design, project contingency, consulting and testing services,
and City-supplied materials, leaving a projected shortfall of $2,072,420 (see Attachment 2).
Staff recommends allocating $2,072,420 from the Water Operating and Maintenance Fund 420
reserve balance. The balance will be restored following the procurement of a loan in March
2024, following the opening of bids for the two remaining projects. The loan debt service will be
covered by the new water rate increases.

Prepared by: Submitted by: Approved by:

Adam Nelkie, Assistant Dir.
of Public Works - Engineering
Norm Dorais, Director of Public Works

Gerry Beaudin, City
Manager

Attachments:
1.
