DISCUSSION
In FY 2023/24, the City is utilizing additional consulting services to administer and support the
Heritage Tree program as well as to prune trees to provide clearance for upcoming street
resurfacing, which often requires the pruning of private property trees that encroach into the
public right-of-way. The proposed increase in the WCA contract for FY 2023/24 will provide the
capacity to process Heritage Tree Removal Permits in a timely manner and prune trees for
street resurfacing work while continuing the routine tree pruning that maintains the health and
safety of the urban forest. Staff is requesting an additional $100,000 as needed to meet the
street resurfacing and arboricultural consulting needs for the remainder of this fiscal year.

EQUITY AND SUSTAINABILITY
The maintenance of the urban forest is essential in meeting the City’s Climate Action Plan 2.0
(CAP) goals in the form of carbon sequestration, oxygen production, and stormwater retention,
as a healthy urban forest improves the livability of the city.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Investing
in our Environment, Strategy 6 - Continue to implement priority items from the Climate Action
Plan 2.0 (CAP) to lead by example in environmental sustainability.

FISCAL IMPACT
The agreement with West Coast Arborists, Inc. is funded by Parks and Median Renovation
(Fund 518) and Urban Forestry (12930101). Staff is recommending $50,000 from Parks and
Median Renovation (Fund 518) and $50,000 from Urban Forestry (12930101). Budget
amendments will be proposed as part of the mid-year budget update that will be presented to
the City Council on February 20, 2024. There are sufficient funds in these two funds to cover
the costs.

Prepared by: Submitted by: Approved by:

Giacomo Damonte, Parks
Division Manager
Norm Dorais, Interim Director of Public
Works

Gerry Beaudin, City
Manager

Attachments:
1.
