To complete the allocation process, the SWRCB requires a resolution
by the governing body to authorize administration of these funds via a Financial Assistance
Application. The adoption of the resolution will allow the City to complete the Grant Application
for these funds to be used for the selected water supply alternative project of building two new
wells.

RECOMMENDATION
Adopt a resolution authorizing the City Manager to sign and file a Financial Assistance
Application for a financing agreement from the SWRCB for the planning, design, and
construction of CIP No. 24174 – Water Supply Alternative (Wells 9 and 10) Project and related
authorization.

BACKGROUND
With the discovery in 2019 and 2020 of Per- and polyfluoroalkyl substances (PFAS) in the
City's groundwater wells, the City began to engage in legislative advocacy efforts seeking
support and funding to address this issue. The City’s advocacy firm, Townsend Public Affairs,
facilitated several conversations with several legislators and their staff, and Mayor Brown
followed up with additional discussions with both state and federal legislative representatives.
State Assemblymember Rebecca Bauer-Kahan responded by submitting a funding request for
Pleasanton, and was successful in securing an allocation of $1,000,000 to the City through the
SWRCB's City Water-Well Construction for Clean Water program passed by the State
Legislature in July 2023.

DISCUSSION
Pursuant to State Assembly Bill AB-102, the SWRCB was authorized by Section 19.562. (c)
(3) of the Budget Act of 2023. The process to acquire the funds was outlined to City staff late in
2023. Applications for funding require an adoption of a resolution by the jurisdiction’s
governing body to authorize administration of the funds if funding is awarded. Attachment 1 is
a resolution that would allow the City to apply for the funding.
