Item #9
CITY COUNCIL AGENDA REPORT

February 6, 2024
Public Works - Engineering Division

TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY GOLDEN BAY
CONSTRUCTION, INC. FOR THE VAL VISTA UNDERDRAIN IMPROVEMENTS
PROJECT, CIP NO. 21457

SUMMARY
This project diverted recycled irrigation water collected in the soccer field underdrain system to
the sanitary sewer to meet the State Water Board’s requirement that recycled irrigation water
cannot be discharged into the storm drainage system. The work included the installation of
2,100 feet of new sanitary sewer lines, manhole structures, and two packaged pump stations.
The project also rehabilitated four existing storm drain outfalls and sections of 18- to 48-inch
diameter corrugated metal storm drainpipe. The project was competitively bid on and awarded
to the lowest responsible bidder, Golden Bay Construction, Inc., by the City Council on
January 17, 2023. Construction of the project is complete to the satisfaction of the Interim
Director of Public Works, and staff recommends the City Council accept the project as
complete.

RECOMMENDATION
1. Accept the project as complete and authorize the City Clerk to file a Notice of
Completion.
2. Authorize the release of the retention in the amount of $79,348 to Golden Bay
Construction, Inc., 30 days after the recordation of the Notice of Completion.
3. Authorize the return of the project’s balance of $222,227 to the Storm
Replacement/Renovation Fund (Fund 441).

BACKGROUND
In 2013, the City converted the irrigation system in Val Vista Park to use recycled water. This
was the City’s first use of recycled water and was relatively easy to accomplish due to Val
Vista Park’s close proximity to the Dublin San Ramon Services District (DSRSD) treatment
plant that produces the recycled water. Under the State Water Board’s General Order, the
recycled water used for irrigation cannot flow into the storm drain system. Procedures were
established to collect and pump recycled water into the sanitary sewer system by plugging the
storm drain outfalls. The process was labor intensive and routinely caused the hockey rink and
skate park to close, and the outfall piping started to corrode severely. In 2018, a study was
performed to determine alternatives to storing and manually pumping the recycled irrigation
water to the sanitary sewer system.

On July 14, 2021, City staff authorized a task authorization in the amount of $74,480 under an
on-call agreement with Pakpour Consulting Group to create biddable construction documents
for the preferred alternative identified in the 2018 study. During the design, it was determined
Page 43 of 554
