Item #12
CITY COUNCIL AGENDA REPORT

February 6, 2024
Library and Recreation

TITLE: RECEIVE A PRESENTATION ON THE EASTERN ALAMEDA COUNTY HUMAN
SERVICES NEEDS ASSESSMENT AND ACCEPT THE FINAL REPORT

SUMMARY
The City Council identified updating and implementing the 2011 Eastern Alameda County
Human Services Needs Assessment as a City Council Priority in the adopted Fiscal Year
2021/22 City Council Work Plan, and included the priority in the ONE Pleasanton Strategic
Plan under the goal, “Building a Community Where Everyone Belongs.” In 2022-2023 a
regional team of city staff, including Pleasanton, working in collaboration with the cities of
Dublin and Livermore, conducted the 2024 Eastern Alameda County Human Services Needs
Assessment. The overarching goal of the report is to assess Tri-Valley human service gap
areas and establish implementable and collaborative outcomes while working in conjunction
with the Tri-Valley Cities, local nonprofits, and Alameda County. The final report includes
findings and recommendations related to human service needs in Eastern Alameda County,
with planned implementation in FY 2025/26 and FY 2027/28.

RECOMMENDATION
Receive a presentation on the Eastern Alameda County Human Services Needs Assessment
and accept the final report.

BACKGROUND
In 2003, a regional team of city staff completed the Tri-Valley Human Services Needs
Assessment to identify service gaps and provide a tool for nonprofit service providers to use
when seeking grants and additional financial support. In early 2011, following the release of
2010 census data, staff conducted a broad-based assessment of human service needs in the
Tri-Valley that expanded upon the 2003 assessment to reflect changes in the population and
demographics of the region since the early 2000s.

Following the release of the 2020 census data, Pleasanton staff began planning an update to
the 2011 assessment in collaboration with the cities of Dublin and Livermore. In February
2022, staff solicited a Request for Proposals seeking qualified consultants to lead the project.
Staff from each city served on a selection committee that included a review of submittals and
in-person interviews. The selection committee selected the firm JSI Research & Training
Institute, Inc. (JSI) as the most qualified, citing JSI’s approach to community outreach and
desire to collaborate with stakeholders, as well as JSI’s desire to develop an actionable
narrative, supported by data, of Tri-Valley human service needs.

The City of Pleasanton served as the project lead/fiscal agent and entered into a professional
services agreement with JSI. The City Council approved the agreement and Memorandum of
Understanding in June 2022, which formalized the project and funding obligations among the
three cities.
