Similar to the prior federal
BUILD and TIGER grant programs, RAISE is a multi-year capital and planning improvement
program that allows for state, local, and regional agencies to invest in surface transportation to
improve safety, economic strength and global competitiveness, equity, and climate
sustainability. The application deadline for fiscal year 2024 is February 28, 2024.

Sunol Interchange Improvement Project
The I-680/Sunol Boulevard interchange is the city’s southernmost access to I-680 and
experiences a high volume of morning peak hour traffic that causes recurring congestion along
Sunol Boulevard and on I-680. The Sunol Boulevard ramp intersections also experience a high
volume of broadside collisions. A modification to the interchange is necessary to improve
safety and reduce congestion.

The project will reconstruct the westbound to southbound loop ramp, including the bridge
section, to allow for two lanes to enter I-680 southbound. The project will also make pedestrian
and bicycle improvements along Sunol Boulevard and construct traffic signals at each of the
ramps. Installation of traffic signals as part of the interchange project will improve safety and
reduce accidents. The reconstruction of the loop ramp and bridge section will improve
congestion and reduce the bottleneck that occurs on the freeway mainline.

Local interchange improvements, although located in Caltrans' right-of-way, are always funded
by the local agency. Any improvements to the interchange must be completed through the
Caltrans project development process. This process includes four phases:
1. Project Initiation Document (PID)/Project Study Report (PSR)
2. Preliminary Analysis & Environmental Document (PA&ED)
3. Detailed Design
4. Construction

The City completed the PID/PSR in 2020. Upon completion of the PID, work began on the
environmental document, which is approaching final approval as a Mitigated Negative
Declaration.

DISCUSSION
The I-680 at Sunol Boulevard Interchange Modernization Project makes significant
improvements to Sunol Boulevard, the Sunol interchange, and I-680. The estimated total
project cost for design and construction is approximately $31 million, which includes an
anticipated $26.5 million in future construction costs. This project is identified in the City’s
Traffic Impact Fee program, and the four-year CIP includes $6,627,212 in Traffic Impact Fee
(TIF) funding for this project. Past approved funding and expenditures toward the design of this
project total an additional $1,834,448 of TIF funds. Staff has pursued outside funding for
project design and construction and was recently included in the 2024 STIP, with construction
funding awarded in the amount of $6 million (available for appropriation in FY2027/2028).
Additionally, approximately $890,000 in federal earmarks for construction are also pending
approval.
