• Required the shopping center to participate in mitigation measures identified by the City
to offset the anticipated traffic impacts of the I-680/West Las Positas Road freeway
interchange (which was subsequently determined by the City not to be built).

• Defined the maximum height for all new shopping center buildings as that of the highest
building existing at the time of the First Amendment, which is 68 feet.

• Permitted parking decks up to a maximum height of three levels above grade.

• Identified traffic improvements to nearby intersections that could be required by the
City’s Traffic Engineer to mitigate the impact of the additional floor area on traffic
operations.

The DA was subsequently amended: in 2013 to extend the term for five years until 2017; in
2018 to extend the term for five additional years until 2022; in 2021 to extend the term for one
year until December 2023.

Most recently, in December 2023 the City Council approved the fifth amendment to the DA,
extending it for six months to June 30, 2024. In approving the six-month extension, the City
Council emphasized its desire to see planning to support the long-term vitality of the overall
mall properties proceed, particularly efforts to advance the work begun as part of the
Stoneridge Mall Framework adopted in January 2023; and for the applicant, City, and other
property owners to work together in the six-month period to advance that goal. The Fifth
Amendment also made other changes favorable to the City, including making development
subject to current City development impact fees and other fees, offset by prior payments for
traffic improvements. In addition, the City and applicant included terms that specify the
Objective Design Standards (ODS) adopted in January 2023 for any housing development,
and that requirements of the future Framework would also apply to any residential or mixed-
use development on the site. The amendment also included a section about transfer or
assignment requiring City approval.

Site and Area Description
The Stoneridge Shopping Center is located on an oval-shaped property defined entirely by
Stoneridge Mall Road. Figure 1, below, shows the Stoneridge Shopping Center and portions of
the I-580 and I-680 freeways and Foothill Road. The properties surrounding the mall are
located between Stoneridge Mall Road and the I-580 I-680 freeways, Stoneridge Drive, and
Foothill Road and are developed with a variety of office, hotel, medical, restaurant, retail, and
residential uses, including the recently constructed building within the 10x Genomics campus.
The newly approved 360-unit Stoneridge Mall Apartment project will be located on a site in the
southeast quadrant of the mall.
