In accordance with the Phase I
Cultural Resources Analysis, and to demonstrate full compliance with
General Plan Program 5.2, the proposed project is required to comply with
the following prior to the start of any ground disturbance:
Archaeological and Tribal Cultural Resources Training for Construction
Staff
An Archaeologist who meets the Secretary of the Interior’s qualification
standards for archaeology shall attend the pre-construction meeting with the
contractors to provide Worker Environmental Awareness Program (WEAP)
training for all construction personnel who will be engaging in ground-
disturbing activities. The training shall include a brief review of the cultural
sensitivity of the proposed project and the surrounding area; what resources
could potentially be identified during earthmoving activities, along with visual
aids/appropriate examples of those resources; applicable federal, State, and
local statutes governing the protection of archaeological resources; and the
protocols that apply in the event unanticipated cultural resources are
identified, including who to contact and appropriate avoidance measures
until the find(s) can be properly assessed. In the event exposed soils indicate
that cultural materials may be present, this may be followed by regular or
periodic archaeological monitoring as determined by the Archaeologist.
