City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

96
implementing various General Plan policies that would apply to future
development facilitated by the Housing Element Update.
Therefore, the Housing Element Update FEIR concluded compliance with the
policies stated above would ensure that development consistent with the
Housing Element Update would not conflict with or obstruct State or local
plans for renewable energy or energy efficiency, and this impact would be
less than significant.
Proposed Project Analysis and Conclusion
The following summary of impacts is based on the Merritt Property: AQTR by
Ramboll US Consulting, Inc., dated May 2023, and the CAP 2.0 GHG Emission
Compliance Checklist provided by the project applicant (Appendix B).
During construction, the proposed project would be required to comply with
standards for new construction established by the City, BAAQMD, and State,
such as the Municipal Code, the California Energy Code, CALGreen, and
other applicable local, State, and federal laws.
The proposed project would be consistent with the City's CAP 2.0 strategies
for renewable energy and energy efficiency. The proposed project would be
constructed in conformance with the 2022 CALGreen and other Title 24
Building Codes at minimum, which require rooftop solar photovoltaic systems,
electric vehicle charging infrastructure, and compliance with current energy
efficiency standards. The proposed project would be all electric in design
and utilize energy efficient fixtures. Thus, the proposed project would not
result in wasteful, inefficient, or unnecessary consumption of energy resources
or conflict with the CAP 2.0 plan or other applicable policies for renewable
energy or energy efficiency.
Therefore, there are no environmental effects that are peculiar to the
proposed project. The proposed project would not result in a new or more
severe adverse impact that was not previously identified in the Housing
Element Update FEIR.
Conclusion
With regards to Energy, the Consistency Checklist demonstrates that:
1. No peculiar impacts related to the proposed project or its site that were
not analyzed as significant effects in the Housing Element Update FEIR
have been identified.
