City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

150
Proposed Project Analysis and Conclusion
Bollard Acoustical Consultants, Inc., prepared a site-specific noise analysis for
the proposed project, entitled The Merritt Property Residential Development
Environmental Noise and Vibration Assessment,24 dated August 2, 2019. The
following summarizes the findings of that analysis. The full report is contained
in Appendix H.
Construction
The Merritt Property Residential Development Environmental Noise and
Vibration Assessment concluded that noise from construction activities would
add to the noise environment in the immediate project vicinity, thus resulting
in a potential impact. Activities involved in typical construction would
generate a maximum short-term increase in ambient noise levels, ranging
from 55 to 90 dB at a distance of 50 feet. However, similar to the findings of
the Housing Element Update FEIR, with implementation of best management
noise reduction practices and required compliance of the proposed project
with the noise ordinance requirements of Section 9.04.100 of the Municipal
Code, limiting construction equipment operational noise limits during sensitive
hours, construction noise impacts would be reduced to less than significant
without mitigation.
Operation
Noise impacts due to the proposed project include increases in daily traffic
volumes and will result in a corresponding increase in traffic noise levels. The
Federal Highway Administration (FHWA) model was used with traffic data
provided by the client to predict traffic noise level increases relative to the
existing approved projects. Traffic generated by the proposed project would
result in a traffic noise level increase of up to 0.1 dB Ldn. This traffic noise
increase generated by the proposed project would not be considered a
substantial permanent increase in ambient noise in the vicinity of the project.
As a result, project-related traffic noise impacts would be less than significant
without mitigation. Therefore, there are no environmental effects that are
peculiar to the proposed project. The proposed project would not result in a
new or more severe adverse impact that was not previously identified in the
Housing Element Update FEIR.

24 Bollard Acoustical Consultants, Inc. 2019. The Merritt Property Residential Development Environmental Noise
and Vibration Assessment. August 2.
