City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

152
localized vibration in the immediate vicinity of the construction. The nearest
residences are located approximately 50 feet from construction activities
which would occur on the project site.
Because vibration levels generated by the type of construction equipment
which would be required for the proposed project dissipate very rapidly with
distance, vibration levels at the nearest residences are expected to be
below 70 vibration in decibels (VdB) over the course of project construction
activities. Construction-generated vibration levels of less than the 70 VdB root
mean square (rms) at nearby existing receptors would not exceed the
strictest FTA groundborne vibration impact criteria of 72 VdB. Therefore,
project construction would not result in the exposure of persons to excessive
groundborne vibration levels, and potential impacts would be less than
significant without mitigation.
Implementation of the proposed project would not include any permanent
sources that would expose persons in the project vicinity to groundborne
vibration levels that could be perceptible without instruments at any existing
sensitive land use in the project vicinity. In addition, there are no existing
significant permanent sources of groundborne vibration in the project vicinity
to which the proposed project would be exposed. Therefore, proposed
project operational groundborne vibration level impacts would be
considered less than significant without mitigation. Therefore, there are no
environmental effects that are peculiar to the proposed project. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified in the Housing Element Update FEIR.
c) Excessive Noise Levels from Airport Activity
Would the project: c) For a project located within the vicinity of a private airstrip or
an airport land use plan or, where such a plan has not been
adopted, within two miles of a public airport or public use
airport, would the project expose people residing or working in
the project area to excessive noise levels?
Summary of Housing Element Update FEIR
The Livermore Municipal Airport is located approximately 1 mile east of the
City limits. At this distance, the rezoned housing sites are located well outside
of the airport’s 60 dBA Community Noise Equivalent Level (CNEL) noise
contours. Therefore, the Housing Element Update FEIR concluded that
implementation of the Housing Element Update would not expose persons
residing or working at the sites to noise levels from airport activity that would
