City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

182
The Housing Element Update FEIR concluded that the City’s evaluation of an
individual project’s access and circulation would incorporate analysis with
respect to City standards for vehicular Level of Service (LOS) and queueing,
as well as for service to pedestrians, bicyclists, and transit users. Therefore,
development consistent with the Housing Element Update would result in a
less than significant impact to roadway safety hazards.
Proposed Project Analysis and Conclusion
The proposed project would be accessed via a new roadway connection to
Foothill Road. The driveway would be 32 feet wide, compliant with the City
Code. The proposed internal streets and driveways would also be compliant
with the City Code, including width, length, striping, and signage
requirements.
Furthermore, the proposed project would be subject to and designed in
accordance with City standards and specifications, which would address
potential design hazards including sight distance, driveway placement,
signage, and striping. For example, the proposed project would comply with
the requirements set forth in Chapter 19.36.080 of the Municipal Code, which
outlines requirements for grades, curves, and sight distances on streets and
within developments. Additionally, the proposed project would be subject to
approval by the City Engineer to ensure proper drainage or safety for
vehicles and pedestrians.30
With incorporation of all industry design standards and best practices
consistent with the Municipal Code and building design and inspection
requirements, the proposed project would not substantially increase traffic
hazards. There are no environmental effects that are peculiar to the
proposed project. The proposed project would not result in a new or more
severe adverse impact that was not previously identified in the Housing
Element Update FEIR.
d) Emergency Access
Would the project: Result in inadequate emergency access?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated that, pursuant to the Subdivision
Ordinance, Chapter 19.36, of the Municipal Code, emergency access to the

30 City of Pleasanton. 2023.
