City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

194
Construction waste would be temporary and would be required to be
diverted from landfills in accordance with Municipal Code Chapter 9.21, and
a Waste Management Plan must include waste diversion data for a
construction project.
The Housing Element Update FEIR concluded that there is sufficient permitted
capacity at the Vasco Road Landfill to accommodate the solid waste
generated by development consistent with the Housing Element Update.
Furthermore, as previously discussed, all future development consistent with
the Housing Element Update would be required to abide by and be
consistent with federal, State, and local statutes and regulations related to
solid waste, including the California Health and Safety Code, California Code
of Regulations, California Public Resources Code, General Plan, and
Municipal Code. Therefore, impacts would be less than significant.
Proposed Project Analysis and Conclusion
As described in Section XIV, Population and Housing, an estimated
population increase of 220 people would be within the total population
growth estimated by overall buildout of the Housing Element Update FEIR.
Therefore, there would be landfill capacity to accommodate the proposed
project.
The proposed project would also be required to comply with the City’s
General Plan Program 26.18, which requires residential projects with more
than three units to prepare and implement a Project Waste Diversion Plan.
Municipal Code Chapter 9.20 and Chapter 9.23 outline requirements for
recycling, as well as organic waste reduction. The proposed project would
be required to be compliant with all California Health and Safety Code,
California Code of Regulations, California Public Resources Code, and CAP
2.0 policies and programs to reduce and divert solid waste during
construction and operation. Therefore, there are no environmental effects
that are peculiar to the proposed project.
