City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

38
of I-680, and hills to the west, are largely obscured by mature trees on and off
the project site.
The nearest State Scenic Highway, I-680, is located adjacent to the eastern
boundary of the project site; however, a 10-foot-high sound wall obscures
the proposed project from travelers along I-680.
The proposed project would be consistent in visual character with
surrounding residential neighborhoods. Furthermore, the proposed project
would be required to be considered through the PUD process, including
compliance with the General Plan Land Use and Community Character
Element goals and policies, as well as Municipal Code requirements, which
require design review prior to project approval.2 Therefore, there are no
environmental effects that are peculiar to the proposed project. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified in the Housing Element Update FEIR.
d) Light and Glare
Would the project: Create a new source of substantial light or glare which would
adversely affect day or nighttime views in the area?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated that development consistent
with the Housing Element Update could introduce artificial light from new
development and outdoor parking areas, which could result in potentially
significant impacts with respect to light and glare.
The Housing Element Update FEIR concluded that all future development
would be required to comply with the applicable light and glare standards in
the Municipal Code and California Energy Code. Compliance with the
applicable lighting and energy requirements elucidated in the Municipal
Code and California Energy Code would ensure that light and glare
associated with future development would not spillover onto adjacent land
uses and impacts would be less than significant.
Proposed Project Analysis and Conclusion
The approximately 46.4-acre site is currently developed with two single-family
homes, a barn, and a workshop. The remainder of the project site contains a

2 City of Pleasanton. 2023.
