City of Pleasanton—Merritt Property Project
15183 Consistency Checklist Consistency Checklist

63
suitable roosting habitat.8 According to the BRA, the nearest CNDDB
occurrence of pallid bat is located approximately 1 mile north of the project
site within Niles Canyon. Given the information above, it was determined that
pallid bat may occur on the project site.9 The proposed project would be
required to comply with the Conditions of Approval set forth by the project-
specific BRA. This includes species-specific avoidance and minimization
measures to roosting bats. With adherence to project-specific
recommendations, impacts on special-status bats, including pallid bat,
would be less than significant.
Burrowing Owl
Olberding Environmental determined burrowing owl (Athene cunicularia)
may occur on the project site. According to the BRA, there are eight CNDDB
occurrences of burrowing owl within 5 miles of the project site. The nearest
occurrence (1990) is located approximately 1 mile northeast of the site near
Coronado Lane and Hopyard Road. However, the area has since been
developed into a business park, and the occurrence is possibly extirpated.10
Although burrowing owls have not been observed during any of the field
surveys, the project site supports potential burrowing and foraging habitat for
this species, as there are numerous mammal burrows located within the
annual grassland habitat on-site.11 The proposed project would be required
to comply with the Conditions of Approval set forth by the project-specific
BRA. This includes species-specific avoidance and minimization measures to
burrowing owl (BIRD-2, taken from the East Alameda County Conservation
Strategy [EACCS]). With adherence to project-specific recommendations,
impacts to special-status wildlife species, including burrowing owl, would be
less than significant.
White-tailed Kite
The white-tailed kite (Elanus leucurus) may forage within the annual grassland
habitat. According to the BRA, one CNDDB occurrence of white-tailed kite
was located approximately 3.6 miles north of the project site in the City of
Dublin.
