City of Pleasanton—Merritt Property Project
15183 Consistency Checklist Consistency Checklist

69
Therefore, the Housing Element Update FEIR concluded that with mandatory
regulatory compliance and implementation of MM BIO-1, future
development consistent with the Housing Element Update would not result in
significant adverse effects to wildlife corridors or native wildlife nursery sites,
substantially reduce the habitat of a fish or wildlife species, cause a fish or
wildlife species to drop below self-sustaining levels, eliminate a plant or
animal community, or substantially reduce the number or restrict the range of
a species and impacts would be less than significant.
Proposed Project Analysis and Conclusion
The analysis under the Housing Element Update FEIR remains consistent with
the proposed project. The BRA analyzed CDFW’s Essential Connectivity Areas
to identify any nearby potential wildlife movement corridors. The project site
is located within the eastern portion of a large Essential Connectivity Area
that runs along several mountain ridges, including Pleasanton Ridge, from
Richmond south to Milpitas. The project site overlaps with areas designated
as Class 1 through Class 3. Additionally, the project site is adjacent to several
small, isolated “small natural areas” and the nearest large “Natural
Landscape Block” is approximately 1 mile to the west. This block includes the
nearby Pleasanton and Sunol Ridges and runs as a continuous block south to
Ventura County. However, the dense urban development that surrounds the
north, south, and east sides of the project site would likely deter wildlife from
utilizing the portion of the site east of Foothill Road as a movement corridor.
Potential direct and indirect impacts could occur to resident and migratory
species during project construction, which would render the project
temporarily unsuitable for birds because of the noise, vibrations, and
increased activity levels associated with various construction activities. These
activities could potentially subject birds to risk of death or injury, and they
would likely avoid using the area until such construction activities have
dissipated or ceased. Relocation, in turn, could cause hunger or stress
among individual birds by displacing them into adjacent territories belonging
to other individuals.
If project-related activities take place during the nesting season (February
through August), pre-construction surveys are required prior to grading
and/or vegetation removal. If any bird listed under the MBTA or nursey site is
found within or adjacent to the project site, an adequate buffer zone would
be established to avoid potential impacts. Approval of the proposed project
would be conditioned upon compliance with recommendations provided in
the project-specific BRA (MM BIO-1). This includes avoidance and
