As education and enforcement are two important components of
collision reduction, the City will use the grant funding to augment Police Department
enforcement to lower the number of injury collisions, bicycle/pedestrian collisions, and reduce
distracted divers by concentrating on roadway violations and to purchase equipment to assist
with enforcement. As well, the grant funding will provide educational programs for
bicycle/pedestrian safety focused on school-aged bicyclists.

The City will communicate with the community via social and local media, sign boards and the
City’s website to increase community awareness and attention to specific traffic related issues
that are contributing to collisions, thereby assisting in reducing the number of collisions within
the city. In addition, efforts will be made to train more officers on techniques and equipment
that will help reduce the number of injury collisions.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all members of the community.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
This action is aligned with the ONE Pleasanton Strategic Plan goals of Funding Our Future,
which supports financial health and sound fiscal policies through long-term planning, cost
recovery, increased revenue, and cost containment, and Safeguarding Our City, which
prioritizes community safety.

FISCAL IMPACT
The OTS STEP grant will provide funding to augment the City’s expenditures for the
enforcement of persons driving under the influence and through enforcement operations
focusing on primary collision factors. This grant may be used to fund overtime, benefits, and
equipment, thereby reducing General Fund expenditures. No City matching funds are required
to accept this grant award. Awarded grants will be appropriated to the Operations Grant Fund
in FY 2024-25 and FY 2025-26 as stated above.

Prepared by: Submitted by: Approved by:

Heather DeQuincy,
Management Analyst
Gina Anderson, Interim Police Chief

Gerry Beaudin, City
Manager
