Item #15
CITY COUNCIL AGENDA REPORT

August 20, 2024
Police

TITLE: APPROVE SEPTEMBER 7-8, 2024 CLOSURE OF MAIN STREET AS
REQUESTED BY THE PLEASANTON DOWNTOWN ASSOCIATION

SUMMARY
The Pleasanton Municipal Code requires City Council approval of expenditures for parades and special
events which necessitate the temporary closure of streets and temporary parking restrictions.

RECOMMENDATION
Approve by minute order the closure of Main Street on September 7-8, 2024 to accommodate a Pleasanton
Downtown Association special event.

BACKGROUND
Twenty-four special events requiring street closures or parking restrictions are planned for
2024. The City Council approved these 24 event-related street closures at its March 19, 2024,
meeting. Since that approval, the Pleasanton Downtown Association has requested an
additional Main Street closure on September 7-8, 2024, to accommodate a special event.

Advance approval for most events streamlines the approval process without sacrificing City
input and control. If the CIty Council approves this event, the Police Department will continue
to process the submitted event application. Police Department staff will ensure event
organizers effectively manage community notification of potential event impacts. Consistent
with the Pleasanton Municipal Code, before the event, the Police Chief will declare that an
unusual condition exists, thereby allowing City streets to be temporarily closed and authorizing
temporary parking controls on affected streets to be enforced.

DISCUSSION
Recently, the PDA has requested a Downtown Main Street closure beginning early morning on
Saturday, September 7, and reopening early morning on Sunday, September 8. The footprint
of the street closure will be from just north of the Main Street bridge along Main Street to south
of Old Bernal Avenue.

The PDA is planning a day of activities on September 7. The BMX Bike Fest will have two free
shows on Saturday at 11:00 am and 1:00 pm. As in years past, the Bike Fest will feature a half
pipe and ramp to entertain the community with high-flying tricks and routines. Notably, the Bike
Fest was previously scheduled during a pre-approved First Weekends on Main closure, but
due to a few unexpected challenges, September 7 is the only date available in 2024 for the
Bike Fest to be held in Pleasanton. This event has been well received by the community over
the past few years, such that PDA wants to accommodate the Bike Fest’s available date.

In addition to the BMX Bike Fest, the PDA will hold its rescheduled Downtown Block Party,
which was canceled in July due to extreme heat in Pleasanton. The Block Party will feature
Page 307 of 454
