Conclusion and Summary
As outlined in this memorandum, there are a wide range of projects and opportunities that
could be pursued by the City, in seeking to support or fund an affordable rental housing
project. It will be important to begin to focus on policy questions such as:
• the target population for a prospective project,
• the type(s) of investment the City can (or wishes) to make in a project, and
• goals such as whether the project is intended to serve a long-term need (i.e., permanent
housing), or to more rapidly build and serve the most immediate needs, such as those
of currently homeless individuals.

The direction provided would allow more refined analysis and investigation of options to be
developed, toward formulating a program that meets the City’s objectives and effectively
serves Pleasanton’s most needy residents.

Attachments:

Attachment A: Summary of Below-Market Rate Units in Pleasanton
Page 78 of 90
