The project also
includes the construction of a 1,117-square-foot addition to the front, a 65-square-foot attached
front covered porch, and a 160-square-foot attached rear covered porch to an existing single-
family residence. The subject lot is part of the North Sycamore Specific Plan (NSSP) and is
zoned Planned Unit Development - Agriculture (PUD-A); however, no PUD development plan
has been approved for the site to establish applicable development standards. The Pleasanton
Municipal Code (PMC) Chapter 18.68.050 restricts development of a site within a PUD district
until all provisions of chapter 18.68 have been completed, which includes a development plan.
Such approval is required in order to construct an addition. The City Council may approve,
approve with conditions, or deny the PUD development plan application.

RECOMMENDATION
1. Find the project is exempt from environmental review pursuant to the California
Environmental Quality Act (CEQA),
2. Make the PUD findings for approval of the proposed development plan as stated in the
draft ordinance, Attachment 1; and
3. Introduce the draft ordinance approving Case PUD-149, subject to conditions of
approval listed in Exhibit A of Attachment 1.

BACKGROUND
The subject lot at 544 Sycamore Road is located within the North Sycamore Specific Plan
(NSSP) area. Within the NSSP, the subject lot has a land use designation of Planned Unit
Development Agricultural (PUD-A). The intent of the PUD-A land use designation is to allow
residential development on larger lots with buffers from existing rural residential and to
maintain adequate light, air, privacy, and separation between dwellings. Per this designation,
development of the site requires approval of a PUD development plan, which is subject to
Planning Commission and City Council approval. See the Planning Commission agenda
report, Attachment 2, for additional background information.

Page 84 of 448Page 93 of 557
