Project Location and Existing Conditions

Addendum to the City of Pleasanton Downtown Specific Plan Final Environmental Impact Report 9
General Plan Designation, Downtown Specific Plan Designation, and Zoning
The project site has two General Plan designations: 1) Commercial and Offices
(Retail/Highway/Service Commercial Business and Professional Offices); and 2) Public Health and
Safety with a Wildland Overlay. The Commercial and Offices designation allows for retail, highway,
service commercial, and business/professional offices with floor area ratios (FAR) not to exceed 300
percent for projects within the DSP area. The Public Health and Safety designation applies to land
set aside for protection from geologic, topographic, fire, or other hazards, on which no new
development is permitted. The Wildlands Overlay is used to identify wildlife corridors and valuable
plant and wildlife habitat, like the Arroyo del Valle. Most of the project site (specifically the
developed area) is designated as Commercial and Offices, while the northern portion abutting
Arroyo del Valle is designated as Public Health and Safety with a Wildland Overlay.
The project site has two DSP designations: 1) Downtown Commercial and 2) Open Space Arroyo.
Downtown Commercial allows commercial uses on the ground floor with a range of uses allowed on
upper floors and development intensities consistent with zoning discussed below. Ground floor
residential may be located behind commercial development on properties elsewhere in the district
subject to specific criteria (i.e., criteria of DSP Policy LD-P.15). Pursuant to Policy LD-P.15 of the DSP,
the Downtown Commercial designation of the project site may redevelop to a residential mixed-use
project with approval of a Planned Unit Development (PUD) application to rezone the property and
evaluate appropriate density and design. Policy LD-P.15 also notes that a residential-only project is
not desirable, and that the existing residence is required to remain. Open Space Arroyo refers to
land set aside for the protection of public health and safety adjacent to the Arroyo del Valle. The
project site is split between the two designations similar to under the General Plan, discussed
above.
The entirety of the project site is zoned both Central Commercial (C-C) and Downtown Revitalization
District. The purpose of C-C zoning is to maintain compactness and encourage more intensive
development, while maintaining district efficiency; required development conditions of approval
and permitted uses are mandated in Pleasanton Municipal Code (PMC) Section 18.44. Pursuant to
PMC sections 18.44.080B and 18.08.338, the C-C zoning designation allows mixed-use
redevelopment that includes residential uses. The Downtown Revitalization District has a variety of
purposes, specific to protecting and revitalizing the City’s downtown area; specific requirements are
laid out in PMC Section 18.74.
