City of Pleasanton
475 and 493 St. John Street Mixed-Use Project

62
5.16 Other CEQA Required Considerations
Impacts Identified in the Certified Final EIR
Growth-Inducing Impacts
The Final EIR determined that although the DSP would result in a population increase, the
anticipated population growth would be generally consistent with projections prepared by the
Association of Bay Area Governments and the City’s General Plan. Additionally, the residential
development proposed under the DSP would assist the city in meeting its Regional Housing Needs
Allocation goal. Ther Final EIR also determined that the DSP would not result in the need for new or
expanded public facilities and services, and would not result in a jobs-to-housing ratio in downtown
Pleasanton that would induce new residential growth.
Cumulative Impacts
The Final EIR includes an analysis of potential cumulative impacts that could occur if implementation
of the DSP occurs concurrently with other regional growth and development. The Final EIR
determined that the DSP would have a considerable contribution to cumulative impacts related to
water supply, but would not otherwise contribute considerably to cumulative impacts.
Significant and Unavoidable Impacts
The Final EIR identified that implementation of the DSP would result in significant and unavoidable
impacts to air quality and energy and GHG emissions. While the Final EIR concluded that impacts to
transportation and traffic would be less than significant with mitigation, the Final EIR acknowledges
that there is no guarantee that roadway modifications outlined in the traffic and transportation
mitigation measures would be implemented. Therefore, the Final EIR concludes in this section that
potential impacts would remain significant and unavoidable.
Significant Irreversible Environmental Change
The Final EIR acknowledges that implementation of the DSP would involve irretrievable
commitments of non-renewable resources, such as water for water demand generated by buildout
of the DSP and the commitment of energy sources and increased energy use. Additionally, the DSP
would result in irreversible construction-related impacts, such as the consumption of non-
renewable building materials. Implementation of the DSP would also result in an irreversible
increase in air pollutant and GHG emissions associated with construction and operation of
development, and vehicle traffic generated by the DSP.
Impacts of the Barone’s Project
The proposed project would not substantially change the discussion and findings presented for the
DSP in the Final EIR. The proposed project would not result in buildout beyond what is allowed by
the DSP, as proposed land uses would be consistent with downtown land uses envisioned by the
DSP. Additionally, the proposed project would not result in greater physical changes to the
environment or more intense land uses than what is analyzed in the Final EIR. As described in
Sections 4.1 through 4.15 above, the proposed project would not result in new or more severe
direct, indirect, or cumulative impacts beyond those identified in the previously certified Final EIR.
Therefore, the proposed project would also not result in new or more severe significant and
unavoidable impacts, growth inducing effects, irreversible environmental effects, or energy effects
beyond those previously discussed in the Final EIR.
