P21-1173, PUD-146 and Tract 8631: 475 & 493 St. John Street Planning Commission
32 of 32
relevant in light of proposed changes for the mixed-use project. The changes proposed in this
action do not involve new significant environmental effects or increase the severity of
previously identified impacts (Section 15162.) The FEIR as amended by the addendum is,
therefore, determined to be adequate to serve as the CEQA compliance document for the
project. A copy of the addendum is attached for review and consideration as Exhibit C.

SUMMARY/CONCLUSION
Staff worked closely with the applicant on the proposed development over the years and
appreciates the applicant’s cooperation in revising the proposal to address comments from the
Planning Commission Work Session and staff concerning site layout, commercial square
footage, parking, and other elements of the project. The proposed development is
well-designed, would preserve an existing home on-site, provide additional commercial square
footage with a public plaza and parking lot, and would be compatible with other residential and
commercial uses in the Downtown. Staff, therefore, believes the rezoning, certificate of
appropriateness, PUD development plan, and Vesting Tentative Map merit a favorable
recommendation to the City Council from the Planning Commission, subject to the conditions
in Exhibit A.

Primary Author: Natalie Amos, Associate Planner 925-931-5613 or namos@cityofpleasantonca.gov

Reviewed/Approved By:
Melinda Denis, Planning and Permit Center Manager/Deputy Director of Community Development
Ellen Clark, Director of Community Development
Kim Cilley, Assistant City Attorney
