Committee on October 22; and to the Economic Vitality Committee (EVC) on October 17,
2024, regarding both the IZO and the Impact Fee update. Email notice of this November 19
meeting was also sent to a list of residential developers (both local and national firms) which
was developed during the Housing Element process, and includes approximately 48 individual
contacts.

STRATEGIC PLAN ALIGNMENT
Completion of these updates is consistent with the ONE Pleasanton Strategic Plan goal of
Building a Community Where Everyone Belongs, Strategy 6 – Implement the Housing Element
and develop a plan to end homelessness, and the 6th Cycle Housing Element Program 2.1 –
Continue to implement the Inclusionary Zoning Ordinance and actively pursue strategies to
improve its effectiveness in producing affordable housing units in conjunction with new
development.

FISCAL IMPACT
Adopting the IZO and related Code and ODS amendments would not have a direct fiscal
impact, since its provisions are intended to better align the City's requirements and standards
with respect to provision of affordable housing with the City's broader housing policy goals,
while ensuring those requirements are not an impediment to overall residential development
that may contribute future property tax and other revenues.

Prepared by: Submitted by: Approved by:

Ellen Clark, Director of
Community Development
Ellen Clark, Director of Community
Development

Gerry Beaudin, City
Manager

Attachments:
1.
