The city will acknowledge receipt of the donated artwork without valuation for tax purposes.
The donor must find other means of establishing the value of the artwork. (Ord. 1676 § 1,
1996)

Public Art Selection Subcommittee Review
The Public Art Selection Subcommittee (PASS), composed of City commissioners and staff,
supports the Art in Public Places process and meets on an as-needed basis to review and
discuss proposed public art donations.

PASS members convened on March 24, 2023, with members of the Civic Art and Parks and
Recreation Commissions, along with City staff, to receive an information presentation from
PCAC and discuss the piece based on the considerations outlined in the PMC for proposed
donations, which include artistic merit, location, installation, and maintenance. It is not unusual
for a project to take time to complete the process following the PASS meeting. In this instance,
funding needed to be secured for the installation of the piece before the project could proceed.

Information about the Artwork
Local artist Leta Eydelberg, an acrylic muralist and storyteller, created Hope and Promise, a
mural celebrating the story of the Rotary Club of Pleasanton. Using the universal symbol of life,
a tree, Eydelberg infused the artwork with elements that reflect Rotary’s contributions to the
local community and the world. The branches symbolize hope and promise, while other
imagery highlights key Rotary initiatives such as the Wheelchair Program, Disaster Response
Fund, and the Water, Sanitation, and Hygiene (WASH) Project. Painted on marine-grade
plywood with UV- and graffiti-resistant paint, the 6-foot-tall by 4-foot-wide mural will be installed
in a freestanding metal frame once approved.

Artistic Merit
At the PASS meeting, members provided input on the artistic merit of the mural. Overall, there
was positive feedback on the artistic merit of the piece. A PASS member suggested adding
definitions on the back of the mural to explain the meaning of these symbols.

Location, Installation and Maintenance
PASS members evaluated three potential locations within Rotary Park for the mural, prioritizing
visibility from the street. Concerns were raised about the mural's height being obscured by the
park's arbor or entrance banners, with a preference for placement near the sidewalk and
corner rather than the trail path. The Parks Maintenance Supervisor noted the need to assess
electrical and irrigation systems, requiring a thorough evaluation by City staff to recommend
the location and installation.

Discussions also addressed the freestanding metal frame, emphasizing wind stability and
safety as critical factors. City staff collaborated with PCAC and the donors to refine the
installation design, reduce costs, and ensure safety, and provide guidance for necessary
adjustments. If approved, the final frame design will be completed in coordination with the City.

Civic Arts Commission Recommendation
