In the
absence of guiding principles, staff will develop a budget that may, or may not, meet the City
Council’s expectations. This important policy direction is a critical early step in the process
which does not suggest an outcome or pre-commit the City Council; it is simply an important
starting point before what will ultimately be several iterative discussions with the community
and City Council before the City Manager’s budget recommendation to the City Council in
April/May 2025.

EQUITY AND SUSTAINABILITY
Ensuring the City’s long-term fiscal sustainability allows the City to continue providing
programs and services that benefit all residents. These services include programs to advance
environmental sustainability by continuing to implement strategies from the City’s Climate
Acton Plan (CAP) 2.0 as well as public safety, recreation, community and economic
development and other services that create a livable, vibrant, and equitable community.

OUTREACH
This is an informational report only.

STRATEGIC PLAN ALIGNMENT
This item aligns with the ONE Pleasanton strategic plan goal of Funding Our Future that
supports financial health and sound fiscal policies.

FISCAL IMPACT
This is an informational report only; there is no specific fiscal impact from receiving this report.

Prepared by: Submitted by: Approved by:

Susan Hsieh, Director of
Finance
Susan Hsieh, Director of Finance

Gerry Beaudin, City
Manager

Attachments:
1.
