P24-0720, 0 Vineyard Ave Planning Commission
7 of 7
At the time this report was published, staff had not received any public comments about the
project.

ENVIRONMENTAL ASSESSMENT
This project is categorically exempt from the requirements of the California Environmental
Quality Act (CEQA) pursuant to the CEQA Guidelines 15061(b)(3), because there is no
possibility that the proposed general plan amendment will have a significant effect on the
environment. Three acres of parks and open space will still be provided on the site and there is
no proposed change to the overall site density. Therefore, no environmental document
accompanies this report. The future proposed development of the site, including any proposed
open space areas, will be subject to a separate CEQA review that will be considered as part of
that project approval.

SUMMARY/CONCLUSION
Staff finds the amendments will be compatible with and will not detrimentally affect the existing
or future on-site and adjacent/nearby uses or residences, and that the safety and general
welfare of the surrounding area, and the City in general, is maintained. Staff finds the proposed
amendments will fulfill community need and the proposed amendments are appropriate, and
recommends the Planning Commission forward the recommended amendments to the City
Council for approval.

Primary Author:
Emily Carroll, Associate Planner, 925-931-5608 or ecarroll@cityofpleasantonca.gov

Reviewed/Approved By:
Melinda Denis, Planning and Permit Center Manager/Deputy Director of Community Development
Ellen Clark, Director of Community Development
Kim Cilley, Assistant City Attorney
