Item #17
CITY COUNCIL AGENDA REPORT

March 18, 2025
Public Works - Engineering Division

TITLE: REVIEW THE DRAFT URBAN FOREST MASTER PLAN (CIP NO. 22773) AND
PROVIDE COMMENTS TO BE INCORPORATED INTO THE FINAL MASTER
PLAN

SUMMARY
The first draft of the Urban Forest Master Plan (UFMP), CIP No. 22773 has been completed.
The plan identifies the extent of the city's urban forest assets and how to efficiently fund the
maintenance of those assets so that future investments improve the environment and protect
the quality of life and safety of the community. The plan serves as a roadmap for sustainable
urban forest management with specific goals, costs, and actions to guide the City through the
next 25 years of managing its urban forest, and is the result of community input that
emphasizes the need to maintain a healthy urban forest which prioritizes public health,
improves property values, and retains the character of Pleasanton.

Four guiding principles drove the plan's development, all of which centered on a community-
involved, climate-resilient, and fiscally sustainable management strategy. Utilizing the guiding
principles, the plan identified five key findings that highlight the increased canopy coverage,
the importance of community involvement to the success of the urban forest, the need to
diversify the urban forest, and the need for focused staff and funding for the future. The UFMP
is divided into three components for ease of use: the master plan, technical documents, and
appendices.

Staff recommends the City Council review the plan and provide comments to be incorporated
into a final plan that will be presented to the City Council for adoption in May/June of this year.

RECOMMENDATION
Receive the staff presentation on the draft Urban Forest Master Plan and provide comments to
be incorporated into the final UFMP.

BACKGROUND
In the early 1970s, the City recognized the importance of trees in the community and prioritized
their preservation by adopting a Tree Preservation Ordinance and creating a report for tree
management.

With the adoption of the Climate Action Plan 2.0 (CAP 2.0) in 2022, the changing conditions
and growth of the city, new state regulations, and the need to determine a management
strategy for the city’s aging urban forest, on March 21, 2023, the City Council approved a
contract with Dudek for an Urban Forest Master Plan project, CIP No. 22773. The
development of the UFMP is fully funded by the Urban Forestry Fund, which is primarily
developer impact fees for tree removal.
