Staff Recommendation: For the purpose of initiating project review under the California
Environmental Quality Act (CEQA), staff recommends proceeding with a project description
reflecting the greatest density that the City may be willing to accept on the site.

3. Does City Council support the applicant’s proposed proportion (approximately 15%)
of age-restricted units in the preferred plan?

Staff Recommendation: Staff has no specific recommendation on this item.

4. Does the City Council support the Preferred Plan’s affordable housing approach?
a) Clustering of the affordable multifamily apartments in one area of the site (versus
more dispersed, for-sale deed restricted units)?

Staff recommendation: Staff has no specific recommendation on this item. While the IZO
generally requires dispersal of inclusionary units, it does permit a tax-credit funded multi-family
project to be clustered. If the units are not fully clustered, they will likely be provided as deed-
restricted, 120% (or below) AMI for-sale units.

b) Constructing all inclusionary units on site (versus providing a combination of
inclusionary units (less than 15%) and affordable housing fees)?

c) If a combination of on-site units and fees, what is the minimum number of units that
should be provided on-site?

Staff Recommendation: Staff notes that the IZO strongly supports provision of all inclusionary
units on site; however, the City Council indicated majority support for potentially allowing for
partial mitigation through payment of affordable housing fees. The City Council is requested to
affirm this direction, and provide guidance on the minimum number of units that should still be
constructed on-site.

5. Does the City Council support allowing the age-restricted subarea of the project to be
gated/controlled access?

Staff Recommendation: Staff recommends disallowing the senior portion of the project to be
gated, consistent with the General Plan’s policy to discourage gated communities.

6. Does the Council have any other feedback on the applicant’s preferred project?

Staff Recommendation: Staff recommends City Council provide any additional comments or
feedback on the preferred project.

EQUITY AND SUSTAINABILITY
Annexing and developing the East Lakes project is supportive of the City's sustainability goals.
Compared to projects being developed in the unincorporated county, development within
Pleasanton would allow the project to connect to existing utilities, better mitigate their service
impacts, and allow for key public services to be provided in closer proximity to the projects'
residents. Annexing the property would permit the City to apply standards for green building
and inclusionary housing to better achieve equity and sustainability goals.
