DRAFT
East Lakes Pleasanton
City Plan Project Description
02.28.2025

USL Pleasanton Lakes, L.P., c/o Steelwave, LLC, proposes to develop approximately 62 gross
acres of land in unincorporated Alameda County into a vibrant new community featuring a variety
of housing types and community amenities. The vision for the project is to provide a range of
ownership and rental opportunities appealing to first-time home buyers through retirees. The for-
sale market rate, active adult and affordable rental homes will offer Pleasanton residents a wide
range of price points and create the opportunity for missing middle housing in Pleasanton.
The design of East Lakes is contemplated as a series of distinct sub-neighborhoods. Access is
provided by two points from Busch Street and two from existing private El Charro Road. A
network of internal streets are the veins of the project and are planned to carry pedestrian
traffic, landscaping, street furniture, in addition to auto traffic within and across sub-
neighborhoods. They feature on-street parking, tree lined sidewalks, planting strips, street
lighting and front entries to many of the dwelling units. Paseos further provide pedestrian
connectivity and link the various parks sprinkled throughout the site. The multiple open spaces
and parks are a critical design element to create a walkable, connected neighborhood.

Inspired by the character of successful existing Pleasanton neighborhoods, the architecture will
be commensurate with high quality design. The one, two and three-story housing types are
compatible in scale and character and integral to the feeling created in each neighborhood.
Along with the variety of housing types, the exterior styles and finishes will be appropriately
diverse. Each design is thoughtfully placed to create the new neighborhoods of East Lakes.

ATTACHMENT 1
