The project cannot properly evaluate potential impacts at the site without establishing baseline levels. <br />The Project must conduct properly documented ambient measurements near all sensitive <br />receptors that capture the current baseline conditions during quiet period of the day and <br />night to determine impact of construction and operational noise. <br /> <br />Figure 2: Noise Measurements and Project Site <br />Conclusion The Project may result in potentially significant construction and operational noise impacts. The DEIR fails to include an analysis of noise from off-site infrastructure improvements and does not evaluate impacts from those operational sources at the Busch Road Senior Project, which is being permitted concurrently with the Project. The baseline measurements are not properly documented and may not represent existing levels at residences west of the site or at the Busch Road development.
