One such site is the
approximately 10-acre site owned by the Pleasanton Unified School District, located at 0
Vineyard Avenue, within the Vineyard Avenue Corridor Specific Plan area (VACSP). State law
requires the City’s various land use regulatory documents to be consistent with one another,
and as such, the Housing Element includes Program 1.1 to amend the VACSP for consistency
with the Housing Element. The City has initiated an application to amend the VACSP to align
with Housing Element permitted uses for the property and other conforming changes. The
Planning Commission recommended the City Council approve the amendments at its January
22, 2025 meeting.

RECOMMENDATION
1. Find the proposed amendments to the VACSP are within the scope of the 2023-2031
(6th Cycle) Housing Element Update Program Environmental Impact Report (State
Clearinghouse No. 2022040091) which was certified by the City Council on January 26,
2023, by Resolution No. 23-1357 and that no further environmental review is required;
2. Find the proposed amendments the VACSP consistent with the goals and policies of the
General Plan;
3. Adopt a Resolution approving the amendments to the VACSP to align with Housing
Element permitted uses for the subject property and other conforming changes.

BACKGROUND
The VACSP was adopted by the City Council on June 1, 1999, to serve as the primary land
use and infrastructure regulatory guide for development of the 384-acre VACSP. The VACSP
establishes the basic land use pattern, development and design standards, circulation
network, infrastructure system, environmental measures, financing, and implementation
requirements for future development. The VACSP land use concept features a mix of single-
family homes, vineyards, open space, community park, elementary school, "wine country"
related commercial uses, and possible limited aggregate mining activities. The VACSP was
intended to facilitate the transition of land uses between the urbanized edge of Pleasanton to
the west and the Ruby Hill development to the east. The proposed amendments relate to a
10.64-acre parcel located on the south side of Vineyard Avenue, between Thiessen Street and
Manoir Lane (denoted with a star in Figure 1). Since the adoption of the VACSP, based on
changing needs and priorities, PUSD has determined the location is no longer needed or
Page 33 of 749
