The changes would bring the VACSP into
conformance with the 6th Cycle 2023-2031 Housing Element and with the HOZ overlay.

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
These amendments to the VACSP are within the scope of the 2023- 2031 (6th Cycle) Housing Element
Update Program Environmental Impact Report (State Clearinghouse No. 2022040091) which was certified
by the City Council on January 26, 2023, by Resolution No. 23-1357. No further environmental review is
required.

EQUITY AND SUSTAINABILITY
The action directly implements the Housing Element, a key goal of which is to increase
housing opportunities, including opportunities for housing affordable to lower- and middle-
income residents – both through inclusionary requirements, and creating more opportunities
for partnerships with housing developers.

OUTREACH
Notices of this application were sent to surrounding property owners and tenants within a
1,000-foot radius of the site. At the time of this report’s publication, staff has not received any
public comments. Public comments received after publication of this report will be forwarded to
the City Council.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the strategic goal of Building a Community Where Everyone
Belongs of the ONE Pleasanton Strategic Plan. It directly supports Strategy 6 under this goal,
in that the amendments implement Housing Element Program 1.1.

FISCAL IMPACT
This is a routine matter of City business and there is no financial impact as a result of City
Council's action.
