6th Cycle Program 1.9: The following programs will be
implemented to facilitate the production of ADUs:
1. Prepare and distribute standardized and/or pre-approved
building plans for ADUs that meet the requirements of
Chapter 18.106 of the Pleasanton Municipal Code (Accessory
and Junior Accessory Dwelling Units) and the California
Building Standards Code. The City will publicize such building
plans to interested persons inquiring or applying for an ADU,
and incentives provided, such as reduction of permit fees, for
applicants wishing to make use of such pre-approved plans.
2. Create and maintain informational materials and an ADU
resource webpage on the City’s website to publicize and
promote the availability of standard building plans; post
information about available funding for ADUs (e.g., CalHFA
ADU Grant Program that provides up to $25,000 to reimburse
homeowners for predevelopment costs). Materials will be
made available through multiple outreach methods in addition
to the City website, press releases, utility mailers, email
distribution lists, social media, community service groups,
etc.) and in multiple languages.
Prepare or approve four types of ADU
standard plans; see Program 1.8
Prepare standard building
plan and informational
materials by March 2024;
create ADU resource
webpage by April 2024
Staff initiated created an informational page on the City's website in February 2024.
Consistent with the requirements of AB 1332, staff created a process for architects
and designers to submit ADUs plans to be pre-approved. The City received a grant
that will allow the Building Department to process and approve preapproved ADU
plans at no cost to the architects and designers, and one preapproved plan is
currently being reviewed, with an expected approval date of March 2025. Staff will
update the webpage with information pursuant to AB2533 by spring 2025.
https://www.cityofpleasantonca.gov/our-government/community-
development/accessory-dwelling-units-adus/
6th Cycle Program 1.10: Complete annexation of the housing
sites located in unincorporated Alameda County (i.e., Lester
and Merritt rezone parcels). If the annexations cannot be
completed within three years, the City will identify and rezone
additional sites to address the City’s RHNA shortfall. These
parcels will also be rezoned consistent with Program 1.1.
Annex Housing Element sites.
Complete annexations by
January 31, 2026. For
Lester, the anticipated
timeline and milestones
include complete CEQA
review by October 2023,
project review by City
Council in January 2024,
and LAFCo review for
annexation in March 2024.
For Merritt, the anticipated
timeline and milestones
include complete CEQA
review by May 2024, project
review by City Council in
August 2024, and LAFCo
review for annexation
October 2024. These
timelines are estimates, as
some of the dates are
dependent upon the
applicants.
CEQA review for Lester reivew is ongoing, project approval is anticipated in 2025.
Merritt project approved August 20, 2024 (Item 8:
https://weblink.cityofpleasantonca.gov/WebLink/0/doc/309075/Page1.aspx).
Annexation process for Merritt project is expected to commence in 2025.
