City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Project Description

7
height, setbacks, massing, site planning, lighting, landscaping, and building
design to ensure that projects will be compatible with their surroundings,
attractively designed and landscaped, and feasibly minimize impacts to
aesthetic resources and land use. Each project proposed on a housing
opportunity site, including the proposed project, would be required to
comply with the applicable ODS.
Consistent therewith, the Housing Element Update also sets forth
development standards for the Kiewit Site, including a density of 8 to 13
du/acre for Medium Density Residential uses and a density of 30 du/acre for
the High Density Residential uses.
2.3.2 - Housing Element Update Final Environmental Impact Report
The City prepared a Program EIR for the Housing Element Update and other
related General Plan amendments and certified the Housing Element
Update FEIR on January 26, 2023. The Housing Element Update FEIR identified
significant environmental effects that could result from implementation of the
Housing Element Update as well as ways the impacts could feasibly be
reduced to less than significant through implementation of applicable laws,
regulations and mitigation measures. The FEIR also identified significant and
unavoidable environmental impacts related to Vehicle Miles Traveled (VMT)
and water supply and adopted a Statement of Overriding Considerations for
each significant and unavoidable impact prior to certifying the Housing
Element Update FEIR and approving the Housing Element Update. The
Housing Element Update FEIR’s conclusions are summarized in Section 4,
Environmental Analysis, of this document.
2.4 - Project Characteristics
2.4.1 - Development Summary
The proposed project would construct a maximum total of 412 dwelling units
(both single- and multi-family) and 57 JADUs (Exhibit 5) divided into four
“villages.” The proposed project would have an average density of
approximately 8.2 dwelling units per acre. Between the four villages, the
proposed project would also include an approximately 2.1-acre public park
with a play structure, picnic area, and turf area. In addition to the foregoing,
related on-site improvements (consisting of streets, sidewalk, curb/gutter, trail,
bioretention area) and off-site improvements (consisting of streets, sidewalk,
curb/gutter, trail, storm drain/sanitary sewer/water systems) would be
developed to serve the proposed project.
