City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

60
of the proposed project site. The location of the MEIR and nearby sensitive
receptors are shown in Appendix B. Table 3 summarizes the maximum cancer
risks, PM₂﮳₅ concentrations, and HI for project-related construction activities at
the MEIR.
Health Risks from Project Operation
Project Traffic
Diesel powered vehicles are the primary concern with local traffic-generated
TAC impacts. Per BAAQMD recommended risks and methodology, a road
with less than 10,000 total vehicles per day is considered a low-impact source
of TACs. The proposed project would generate 3,688 daily trips. The project
traffic would be dispersed onto the roadway system with a majority of the
trips being from light-duty vehicles (i.e., passenger automobiles). Projects with
the potential to cause or contribute to increased cancer risk from traffic
include those that have high numbers of diesel powered on-road trucks or
use off-road diesel equipment on-site, such as warehouse distribution centers,
quarries, or manufacturing facilities, and may potentially expose existing or
future planned receptors to substantial cancer risk levels and/or health
hazards. This is not a project of concern for mobile sources. Therefore,
emissions from project traffic are considered negligible and not included
within this analysis.
Summary of Project-Related Health Risks at the Off-site Project MEIR
The HRA was conducted utilizing the ARB’s Hot Spots Analysis and Reporting
Program Version 2 (HARP2) to automatically calculate risks for the project
using the California Office of Environmental Health Hazard Assessment’s
(OEHHA’s) promulgated cancer potency and REL. HARP2 is the
recommended model for calculating and presenting HRA results because it
follows the BAAQMD’s risk assessment guidance methodology and is
consistent with the BAAQMD Regulation 2-5. The American Meteorological
Society/Environmental Protection Agency Regulatory Model (AERMOD) was
run with project emission rates to directly calculate potential DPM and PM2.5
concentrations, and the Health Risk Assessment Stand-alone Tool (RAST)
version of HARP2 was also used.
The HRA intake methodology addresses children’s greater sensitivity and
health impacts from early exposure to carcinogenic compounds. The
chemical intake or dose describing the frequency and duration of the
exposure is estimated using receptor’s breathing rates, exposure duration,
and exposure frequency. The calculations include the use of age-specific
weighting factors, breathing rates, fraction of time at home, and reduced
