City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

179
substantial number of people or housing units and would not require the
construction of replacement housing elsewhere due to the displacement of
housing or people. Therefore, there would be a less than significant impact
related to population and housing displacement.
Proposed Project Analysis and Conclusion
The Housing Element Update estimated that the project site, Site 21(Kiewit),
would be developed with up to 760 dwelling units. The proposed project
consists of four villages with a total of 412 new units and 57 JADUs. Because
this is less than the maximum number of units estimated in the Housing
Element Update, the proposed project would not induce substantial,
unplanned growth. Additionally, the project site is currently vacant and does
not contain any residential structures. As such, the proposed project would
not result in the displacement of any existing residences. Therefore, there are
no environmental effects that are peculiar to the proposed project. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified in the Housing Element Update FEIR.
Conclusion
With regard to Population and Housing, the Consistency Checklist
demonstrates that:
1. No peculiar impacts related to the proposed project or its site that were
not analyzed as significant effects in the Housing Element Update FEIR
have been identified.
2. There are no potentially significant off-site and/or cumulative impacts
which were not analyzed in the Housing Element Update FEIR.
3. No substantial new information has been identified which results in an
impact which is more severe than anticipated by the Housing Element
Update FEIR.
4. No mitigation measures would be required because the proposed
project’s specific impacts would be less than significant.

Mitigation Measures
None.
