City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

218
tracks. Providing bicycle infrastructure with markings and
signage helps to improve biking conditions (e.g., safety and
convenience). In addition, expanded bikeway networks can
increase access to and from transit hubs, thereby expanding the
“catchment area” of the transit stop or station and increasing
ridership. This encourages a mode shift from vehicles to bicycles,
displacing VMT and thus reducing GHG emissions. When
expanding a bicycle network, a best practice is to consider local
or State bike lane width standards. The proposed project is
constructing bike lanes on all public streets.
4D Bike Facility Improvement – This strategy will construct or improve
a single bicycle lane facility that connects to a larger existing
bikeway network. Providing bicycle infrastructure helps to
improve biking conditions within an area. This encourages a
mode shift on the roadway parallel to the bicycle facility from
vehicles to bicycles, displacing VMT and thus reducing GHG
emissions. When constructing or improving a bicycle facility, a
best practice is to consider local or State bike lane width
standards. The proposed project would construct an extension of
the Ironwood Trail along its northern border which would
connect to the project and future projects to the east to the
Ironwood Trail. The bike lanes would also connect to existing bike
lanes on Valley Avenue.
4H Provide Neighborhood Traffic Calming Measures – Providing
traffic calming measures encourages people to walk or bike
instead of using a vehicle. This mode shift will result in a decrease
in VMT. Project design would include pedestrian/bicycle safety
and traffic calming measures in excess of jurisdiction
requirements. Roadways would be designed to reduce motor
vehicle speeds and encourage pedestrian and bicycle trips with
traffic calming features. Traffic calming features included in the
proposed project are marked crosswalks, speed humps, mini-
circles, on-street parking, and planter strips with street trees.
Although the proposed project would include VMT reduction measures as
described above to reduce impacts to the greatest extent feasible in
accordance with Housing Element Update FEIR MM TRANS-2, there are no
feasible mitigation measures which would reduce impacts to less than
significant.
