City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

221
congestion and minimize response times. In addition, California law requires
drivers to yield the right-of-way to emergency vehicles and remain stopped
until the emergency vehicle passes to ensure the safe and timely passage of
emergency vehicles.
Therefore, the Housing Element Update FEIR concluded that adequate
emergency access would be provided to the rezoned housing sites, and the
impact would be less than significant.
Proposed Project Analysis and Conclusion
As described in question a), the proposed project would have adequate
vehicle circulation, including adequate circulation for large vehicles such as
fire trucks. As described in the TIA, the proposed project’s internal roadways
and access points would meet the regulations for emergency vehicle widths.
The proposed project would be required to comply with applicable goals
and policies from the Public Safety Element of the General Plan. In addition,
the proposed project would not interfere with guidelines set forth in the
Pleasanton Comprehensive Emergency Management Plan and Alameda
County Disaster Plan. The proposed project would undergo review by the
LPFD to ensure adequate emergency access. Therefore, there are no
environmental effects that are peculiar to the proposed project. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified in the Housing Element Update FEIR.
Conclusion
With regard to Transportation, the Consistency Checklist demonstrates that:
1. No peculiar impacts related to the proposed project or its site have
been identified.
2. There are no potentially significant off-site and/or cumulative impacts
which were not discussed by the Housing Element Update FEIR.
3. No substantial new information has been identified which results in an
impact which is more severe than anticipated by the Housing Element
Update FEIR.
4. MM TRANS-2 from the Housing Element Update FEIR would be required
and would reduce potential impacts to the fullest extent feasible,
consistent with the analysis in the Housing Element Update FEIR.
