P23-0480 & Tract 8680, 3300 Busch Road Planning Commission
13 of 29
Area Median Income (AMI). In light of the density bonus the applicant is entitled to under state
law, the affordable housing component of the Project meets the density requirement.
In addition to the density requirement, the Land Use Element Policy 12 also requires site
design to limit and minimize cut-through traffic through the project from Busch Road to Valley
Avenue.

The Project site layout shows no direct north-easterly connection from Busch Road and Valley
Avenue. Streets are “meandered” to avoid cut-through traffic, and roundabouts are proposed
to regulate vehicular speed. As designed and conditioned, the Project satisfies the General
Plan requirements.

Figure 10: Travel Route Through the Development

In addition, the proposed project supports/promotes the following General Plan Goals,
Programs, and Policies:

Land Use

▪ Policy 8: Preserve and enhance the character of existing residential neighborhoods.
▪ Policy 8.1: Enforce the provisions of the City's Zoning Ordinance and related planning
ordinances to maintain the character of existing residential neighborhoods.
▪ Program 8.2: Use the City's development review procedures to minimize intrusions into
existing neighborhoods.
