At a public
hearing this summer, staff will recommend that the City Council order that any unpaid
abatement costs be a special assessment and a lien imposed on the properties requiring
abatement.

EQUITY AND SUSTAINABILITY
The adoption of this resolution will enable LPFD to further its commitment to creating a safe
and sustainable community by mitigating the risk of fire hazards arising from vegetation
growth. This step will ensure the safety of our neighborhoods and will promote a healthier and
more resilient environment for all residents.

OUTREACH
After the approval of Resolution 2025-010, staff sent a written notice to property owners
regarding non-compliant parcels on their property. The notice declared these parcels as a
nuisance. Along with this declaration, a notice about the public hearing scheduled for April 15,
2025, was sent to the property owners, which included information about the May 31, 2025,
deadline to complete the abatement. The notice contained details about the weed abatement
standards and a list of contractors for reference.

In mid-May, staff will send a reminder notice to the parcel owners to abate their parcels. During
the first two weeks of June, staff will inspect the parcels for compliance. If a parcel does not
comply with the standards, a violation notice will be sent through certified mail to the owner,
and a notice of intent to abate hazardous vegetation on the parcel will also be posted. Staff will
re-inspect the parcel, and if the parcel still fails to comply with the vegetation standard, a final
notice will be sent through certified mail.

If the parcel is still non-compliant, staff will refer the parcel to the City Contractor and send a
notice of the abatement action performed, the public hearing, and an invoice through certified
mail to the parcel owner for a public hearing set on July 15, 2025.

STRATEGIC PLAN ALIGNMENT
This action advances the ONE Pleasanton Strategic Plan goals of Safeguarding Our City,
Strategy 6 - Implement high priority items from the 2022-2026 Livermore-Pleasanton Fire
Department Strategic Plan.

FISCAL IMPACT
Property owners are invoiced for all work performed in addition to an administrative charge
and, if related litigation is required, all attorneys’ fees, expenses, and costs. Unpaid amounts
become a special assessment on the property owner’s tax bill. All costs of the Weed
Abatement Program are budgeted in the professional services account.

Prepared by: Submitted by: Approved by:
Shiffon Smith
Shiffon Smith ,
Administrative Assistant
Joseph Testa, Fire Chief

Gerry Beaudin, City
Manager
