The City’s goal for the RFP was to obtain cost-effective recycling
processing services at environmentally-compliant facilities. After evaluating proposals from
three qualified vendors, City staff and the City Council Waste and Recycling Subcommittee
found GreenWaste Recovery, LLC. (GreenWaste) to be the most qualified option.
GreenWaste’s proposal offers the lowest tipping fee, a high diversion rate, strong compliance
with the statewide recycling policy, and a flexible material acceptance approach, ensuring
long-term sustainability and financial stability for the City’s recycling program.

RECOMMENDATION
Staff and the Waste and Recycling Subcommittee recommend the City Council adopt a
resolution to approve and authorize the execution of an Agreement for Recyclables Materials
Processing and Diversion Services between the City of Pleasanton and GreenWaste
Recovery, LLC., subject to final review and incorporation of non-substantive clerical and
administrative corrections. The agreement is fully negotiated and provided with this report (see
Attachment 1).

BACKGROUND
The City has an exclusive agreement with Pleasanton Garbage Service, Inc. (PGS) for the
collection and transport of Solid Waste, Recyclable Materials, and Organic Materials Services
(Agreement). This Agreement became effective July 1, 2018, and expires on June 30, 2029.

On June 23, 2017, at the City’s request, PGS submitted a proposal for a new Agreement.
During negotiations, both parties acknowledged the necessity of a public bidding process to
secure post-collection processing services for organic and recyclable materials. This was due
to PGS’s inability to obtain favorable pricing for organics processing and the high cost of
processing recyclables at the PGS transfer station, which operates at a lower volume and
incurs relatively high per-ton operational costs.

In 2018, the City and PGS finalized the Agreement, which established that PGS would not be
responsible for processing organic and recyclable materials but would be required to transport
those materials to a facility designated by the City. Section 5.13.11 of the Agreement, titled
“Alternative Facility Designation by City,” grants the City authority to direct PGS to deliver
organics and recyclable materials to a designated facility.
