Item #7
CITY COUNCIL AGENDA REPORT

May 20, 2025
Community Development

TITLE: ADOPT A RESOLUTION APPROVING THE AFFORDABLE HOUSING
AGREEMENT WITH SQUARE MILE PLEASANTON, LLC FOR THE MULTI-
FAMILY AFFORDABLE RENTAL HOUSING PROJECT AT 3300 BUSCH ROAD,
PART OF THE VILLAGES AT THE QUARRY RESIDENTIAL DEVELOPMENT

SUMMARY
Square Mile Pleasanton, LLC (Developer) received Planning Commission approval for
Applications for Housing Site Compliance Review (Case No. P23-0480) and Vesting Tentative
Map 8680 approval pursuant to SB 330 for the construction of: a) 310 detached two-story
single-family residential homes with 62 junior accessory dwelling units (JADUs); b) 102
multiple-family rental units in four, three-story buildings plus an amenity building, which include
101 affordable housing units and one manager’s unit; c) an approximately 2-acre park
owned/maintained by the development’s homeowners association (HOA) with access for the
general public; and d) on- and off-site improvements. The residential development requires
City Council approval of an Affordable Housing Agreement to comply with the City’s
Inclusionary Zoning Ordinance (IZO), including approval of an alternative method of
compliance regarding timing for construction of the units.

RECOMMENDATION
Adopt a resolution approving the Affordable Housing Agreement with Square Mile Pleasanton,
LLC for the multi-family affordable rental housing project at 3300 Busch Road, part of the
Villages at the Quarry residential development.

BACKGROUND
Site and Area Description
The approximately 51.37-acre, roughly triangular-shaped site is located at the southeast
corner of Busch Road and Valley Avenue, known as 3300 Busch Road. The site is currently
occupied by a construction equipment storage company operating under a short-term lease
and through the approval of the City’s temporary use permit process. The neighboring
Pleasanton Garbage Service (PGS) facility also leases space for parking/storage of trucks and
vehicles on the site. The site is bounded to the north by Busch Road, with the Village at
Ironwood senior residential community and City Public Works Department (formerly Operation
Services Department) facility across Busch Road to the north. The east side of the site abuts
the PGS transfer station facility and a large vacant lot. A self-storage facility and light industrial
uses are located to the south and across Valley Avenue to the west. See Figure 1 for the
project’s location. As described below, the proposed project includes two major elements – the
development of 310 detached, market-rate units, and 102-unit multi-family units that would be
located within a 3-acre area in the northeast quadrant of the site, adjacent to Busch Road.
