As the
TFCA County Program Manager for Alameda County, the Alameda County Transportation
Commission (CTC) is responsible for programming 40 percent of the $4.00 vehicle registration
fee collected in Alameda County for this program. Through Alameda CTC’s TFCA distribution
formula, further detailed in Alameda CTC’s TFCA Program Guidelines, 70 percent of annual
funding is available to the cities and county, and 30 percent is available for transit-related
projects.

TFCA-eligible projects are to result in the reduction of motor vehicle emissions. In general,
eligible projects are those that conform to the provisions of the Alameda CTC Comprehensive
Investment Plan (CIP) and the TFCA Program Guidelines. Acceptance of this grant would
support the City’s ongoing citywide trip reduction program for FY 2024/25 and 2025/26. The
program aims to reduce school, commuter, and residential car trips by offering alternative
travel mode education, information and incentives.

RECOMMENDATION
Adopt a Resolution accepting $85,000 in Transportation Fund for Clean Air Grant Funds for
the Pleasanton Citywide Trip Reduction Program from Alameda County Transportation
Commission for FY 2024/25 and FY 2025/26.

BACKGROUND
The City has provided a citywide trip reduction program since the early 1990s under the Air
District’s Regulation 13, Rule 1. When the regulation was rescinded in the 2000s, the City
continued its efforts on a voluntary basis and applied for and received TFCA funding,
administered by the Alameda CTC. The program consists of employer and residential
programs, including Bike to Wherever Days and bike safety education programs. School-
based programs include Rides to School promotions such as Try Transit, Walk & Bike to
School Days, bike helmet exchange programs, and other events, incentives, and safety
education.

In FYs 2022/23 and 2023/24, the City was awarded $58,000 in TFCA funding. City in-kind
support primarily consists of staff time to implement the programming. The City has applied for
and received these grant funds for many years.
