CITY OF PLEASANTON, CALIFORNIA

3 | eidebailly.com

ADDRESSING YOUR SPECIFIC NEEDS
Based on our discussions with the City, we understand your needs to include foundational training for the City’s
Finance Department staff in the areas of local government accounting and budgeting. Staff who have either moved
up recently or joined the City from private industry require a deeper understanding of core concepts in
governmental accounting and budgeting, as well as efficiently and effectively executing routine tasks in these areas
within a framework grounded in industry best practices. We have assembled a team for this engagement
composed of subject matter experts in government accounting and budgeting that we believe provides an
unmatched combination of technical knowledge, education, and hands-on experience working in California local
government that other firms are unable to equal.

We have developed a customized training program for the City’s consideration that provides a total of 12 hours of
CPE-eligible training on governmental accounting and 12 hours of CPE-eligible training on governmental budgeting.
As proposed, the training will be delivered over a four day period with six hours of training per day, which can be
spread across one or more weeks at the City’s direction. As proposed, we will utilize training materials that we
have on hand and have successfully utilized to provide training to clients and at conferences in the past. The
proposed training will be delivered via Zoom and will be staffed by an Eide Bailly Learning & Development specialist
who will facilitate the sessions and the required polling questions to ensure CPE eligibility for all participants.

At the City’s option, we can customize these materials to cover additional topics of interest to the City. We have
included an estimate of 12 hours to complete that optional task in our fee proposal. Should the City wish to
proceed with customization, we can have a further scoping conversation following the City’s review of the
proposed training materials and determine a more specific and accurate cost for any desired customization.

Course CPE Hours Anticipated Eide
Bailly Trainer
Accounting Training – Day 1
Governmental Accounting Key Concepts 2.0 Gerry Boaz
Applying Governmental Accounting Concepts to Transactions 2.0 Gerry Boaz
Critical GASB Pronouncements 2.0 Gerry Boaz
Accounting Training – Day 2
Executing Routine Monthly Tasks Efficiently 1.0 Nancy Garcia
Executing Year-End Close Tasks Efficiently 2.0 Nancy Garcia
Effective Governmental Audit Preparation and Management 1.0 Sam Singery
Effective ACFR Preparation and Note Disclosure 2.0 Sam Singery
Budget Training – Day 1
Foundations of Budget Management 1.0 Scott Catlett
Revenue Concepts and Budgeting 2.0 Amber Haston
Expenditure Concepts and Budgeting 2.0 Scott Catlett
Personnel Budgeting and Position Control 1.0 Amber Haston
Budget Training – Day 2
Communicating Budget Information Effectively 1.0 Amber Haston
Best Practices in Budget Administration 1.0 Scott Catlett
Interim and Year-End Budget Reporting 1.0 Scott Catlett
Long-Term Financial Planning 1.0 Amber Haston
Effective Budget Forecasting 1.0 Amber Haston
Integrating Policy Into Budget Administration 1.0 Scott Catlett
Docusign Envelope ID: 86A8F574-E445-49E8-9A26-E40567541A6B
