8

City of Pleasanton
Landscape Maintenance District No. 1993-1, Windsor Engineer’s Report, Fiscal Year 2025-26
Recommended Capital Improvements
Some of the Improvements including the irrigation system, trees and other plants, in the
Landscape Maintenance District No. 1993-1, Windsor, are overdue for some much-
needed upgrades and repairs. However, the Maintenance District reserve fund balance
is insufficient to make these improvements.
The city drafted a schedule of recommended capital improvement projects that need to
be addressed and their respective cost estimate, as well as a planned
replacement/renovation schedule, to fund the necessary capital improvements and
maintain the district to a similar level to when the LMD was created. Even with the HOA
taking over partial maintenance responsibilities, staff estimates that the annual
assessments would need to be increased from $ to approximately $400 with the
inclusion of an inflation escalator and likely double that if the HOA no longer pays for
water and routine maintenance. Improvement costs over the next decade are projected
to be around $700,000. This includes the $175,000 in turf conversion costs for the turf
areas along Bernal Avenue and Tapestry Way that are required by 2028. The city is
working with a consultant and the HOA to develop the level of maintenance and
recommended capital improvements during the upcoming year to create a
comprehensive maintenance and improvement plan and associated costs.
