The 2025 80% AMI annual income limits are $87,550 for a 1-person household
and $100,050 for a 2-person household.

Spectrum's scope of services includes:
• Braid funding housing rehabilitation grants with its existing LIHEAP clientele.
• Conduct comprehensive whole-home assessments, including combustion appliance
safety inspection (CASIF), shell leaking test, and duct leakage test; then evaluate
potential for insulation upgrades, appliance replacements, and health and safety-related
installations.
• Remediate health and safety-related issues in the homes, including structural, asbestos,
mold, lead, and/or vector-related issues.

Spectrum's budget for the Pleasanton Housing Rehabilitation Program for FY 2025/26 is
provided in the table below:
Pleasanton Housing Rehabilitation Program - FY 2025/26
Minor Rehabilitation/Repair Grants* $ 71,250
Administration Fees $ 23,750
Total $ 95,000
*$15,000 maximum grant amount per home

The $95,000 program budget will be funded with $71,250 of federal HOME Investment
Partnerships Program (HOME) funds, which are restricted to the rehabilitation costs of the
homes, and $23,750 of City Lower Income Housing Fund (LIHF) funds, which are allocated to
Spectrum's program administrative costs.

Spectrum's Outreach and Public Education
Spectrum will partner with the City and community organizations, including local nonprofits,
faith-based organizations, senior-focused programs, and social services providers in
Pleasanton, to promote the Pleasanton Housing Rehabilitation Program and to market itself as
the new program administrator. Spectrum will be providing a public education campaign, which
includes tabling events and brochures/pamphlets, to increase public awareness of its existing
weatherization program, which will now be augmented with the City's Housing Rehabilitation
Program. Additional details on Spectrum's proposed outreach and marketing is provided in
Attachment 1.

Spectrum's Performance Metrics
Spectrum has established the target of providing housing rehabilitation services to at least
seven low-income Pleasanton homeowners in FY 2025/26. There will be two different tiers of
services that will be provided to clients - Tier 1 and Tier 2 - dependent on income levels. Tier 1
clients are LIHEAP-eligible clients with incomes at or below 60% SMI, but that have health and
safety repairs in the homes that must be addressed first, such as roof repairs, mold issues,
electrical or plumbing repairs, accessibility improvements or additions, and repair/replacement
of major housing systems such as HVAC, prior to LIHEAP funds being permitted to be spent
Page 100 of 226
