Item #9
CITY COUNCIL AGENDA REPORT

June 3, 2025
Library and Recreation

TITLE: APPROVE THE FIRST AMENDMENT TO THE PLEASANTON UNIFIED SCHOOL
DISTRICT AND CITY JOINT USE AGREEMENT FOR THE MIDDLE SCHOOL
GYMNASIUMS

SUMMARY
The City and Pleasanton Unified School District (PUSD) entered into an agreement on July 1,
2024, to define costs associated with the shared use of the middle school gymnasiums. The
two agencies would like to update the terms and extend this agreement for an additional year.

RECOMMENDATION
Approve the first amendment to the Pleasanton Unified School District and City joint use
agreement for the middle school gymnasiums.

BACKGROUND
The City and PUSD co-funded the construction of all three middle school gyms in Pleasanton,
and for many years paid equally for maintenance and capital projects. However, cost sharing
for capital projects was never clearly defined in the previous agreements. In 2024, both
agencies determined and agreed that the middle school gyms are not co-owned, but are
owned by PUSD.

On July 1, 2024, PUSD and the City entered into an Agreement for the Middle School Gyms to
better define how costs are shared between the two agencies for their use. Staff met and
agreed to an hourly rate for City use of the gyms as well as an equal share of maintenance
costs, with a total annual not-to-exceed amount of $75,000.

DISCUSSION
The current agreement has been mutually beneficial for the students, community members
and both agencies. The proposed amendment extends the term for an additional fiscal year,
through June 30, 2026, and provides for incremental increases to the hourly rate for use of the
gyms.

EQUITY AND SUSTAINABILITY
Updating City PUSD agreements to ensure they are meeting community and organizational
needs helps to further equitable access to recreational opportunities for all community
members.

OUTREACH
Outreach for the middle school gymnasium agreement was conducted through the City/PUSD
Liaison Committee meetings held in December 2022, May 2023, and March 2024.
